In 2011, the mayor unveiled a public-private initiative to restore downtown Louisville’s Whiskey Row. The buildings are expected to house bourbon-themed restaurants and nightlife spots, adding to the success of nearby projects like the mixed-use Whiskey Row Lofts. Bourbon distilleries have begun moving their operations back to the area as well, including Mitcher’s Distillery, Heaven Hill and whiskey giant Jim Beam. The Milwaukee community first turned its sights to downtown in 1988 with the RiverWalk initiative. In the decades since, the city passed zoning changes to encourage developers to erect more housing in the area. In 2002, with the help of $45 million in government funding, the citydismantled the mile-long elevated Park East freeway and replaced it with a landscaped boulevard. According to the Congress for New Urbanism, per-acre land values within the freeway footprint had surged 180% by 2006 from 2001.Since 2000, the downtown population has increased by nearly 26% compared to the greater city of Milwaukee, which has experienced an overall decline. Jobs in the area increased by nearly 4% from 2000 to 2010, and the median income of downtown households has climbed by 38% since 2000, compared to 2% for the city overall, according to Milwaukee Downtown organization. Downtown Cincinnati has been transforming its downtown hub since the 1990s, with an estimated $1.3 billion invested in projects currently in construction or planning stages, according to Downtown Cincinnati Inc. A $100 million-plus, 2.6-mile streetcar line is currently under construction that will connect the city's business center with the new park and nearby residential district, Over-the-Rhine. A $120 million 45-acre riverfront park is being carved out as well as a $600 million, 18-acre mixed-use mega project called the Banks. And in March, Horseshoe Casino, a $400 million, 354,000-square foot gaming center from Detroit billionaire Dan Gilbert's Rock Gaming company and Caesars Entertainment, opened up downtown as well. According to Downtown Cincinnati Inc's annual report, the downtown residential population increased 12% in 2011 from a year earlier to 13,000 residents as more housing came online, most notably at the first building of the Banks, where 300 rental units boasted a 98% occupancy upon officially opening. Home to Beale Street, downtown Memphis has welcomed a flurry of redevelopment projects over the past few decades. In December, a 200-page, 20-year-long plan was proposed to continue efforts. The Pyramid Arena is currently being redeveloped as a massive mixed-use site by Bass Pro Shops that will tout an aquarium, bowling alleys, retail, and a hotel. Roughly $200 million in mixed-use development is under way around the relocation of the Cuyahoga County Administrative Headquarters at Euclid Ave. Recreational projects include a newly finished aquarium, an up-and-coming recreation center and a proposed skate park expected to break ground this year. The area's population nearly doubled in the two decades ending in 2010, according to Census data, and the area welcomed the biggest percentage increase in population growth of any district in the greater city as a whole. From fourth quarter 2011 through the fourth quarter of 2012, the number of housing units grew about 13%, according to the Downtown Cleveland Alliance. Los Angeles recently approved plans for a massive $1 billion-plus renovation that will yield an NFL stadium. It's the latest initiative in a redevelopment pipeline that kicked off in the 1990s. Efforts have yielded the LA Live entertainment district which is anchored by the Staples Center, a rail transit system, and plan for the slowly-realized Grand Avenue Development Project, a plan to add several million square feet of commercial space by private developers that includes an up-and-coming $130 million art museum funded by billionaire philanthropist Eli Broad. Private development projects like the Ritz Carlton Residences at LA Live have helped draw residents to the area as well.According to the Downtown Los Angeles Center Business Improvement District, downtown LA's residential population is just under 50,000, compared to fewer than 20,000 residents in the late 1990s.
